individuals with intellectual disabilities should be able to transfer their waiver from state to state

illegal aliens can go anywhere in the US but people with intellectual disabilities are prisoners of the state they receive the waiver funding in

        Anyone on a developmental disabilities waiver should be able to transfer their waiver from state.

        Agree; also, given that many states now have waiting lists of years (8 in Oklahoma, 10-12 in Texas, etc.), individuals and their families who do not yet have services are stuck - they would "lose seniority" on the wait list if they moved to another state and had to start at the bottom of the wait list there.
